Maharashtra Governor Moves On To NCP As Sena Waits For Congress: 10 Facts

Maharashtra Governor Bhagat Singh Koshyari called upon Sharad Pawar's Nationalist Congress Party this evening, refusing Shiv Sena's request for another 48 hours to stake claim to form government. The NCP, which has time till 8.30 pm tomorrow, said it will take a call on the issue after holding discussions with the Congress. Reluctant to form an alliance with the Shiv Sena, the Congress had kept it waiting. "We will get back to you," Sonia Gandhi reportedly told Uddhav Thackeray, who, sources said, had made "numerous calls" as the two ideologically mismatched parties tried to collaborate. The Sena set the stage for talks this morning after pulling out its lone minister in Prime Minister Narendra Modi's government, Arvind Sawant, signaling its break-up with the BJP-led National Democratic Alliance (NDA).

  • The Nationalist Congress Party is expected to hold a meeting at 11 tomorrow. Senior Congress leader Mallikarjun Kharge is expected to meet Sharad Pawar to discuss the issue of government formation.
  • A top Congress leader told NDTV off the record that there is a chance that President's Rule may be declared in the state as both NCP and the Congress are reluctant to form government. Without the Sena, the combined strength of the two parties are far from the majority mark in the state assembly. He, however, said the two parties don't want President's Rule and will continue to follow up on the process of government formation.
  • The Shiv Sena's Aaditya Thackeray, the son of Uddhav Thackeray, led a delegation this evening to meet with the Governor. The Sena failed to produce letters of support, said the Governor's office, adding that its request for a three-day extension could not be granted. The NCP has now been invited for a shot at power.
  • The Congress did not rule out support to the Sena but said in a noncommittal statement: "The Congress president has spoken to Sharad Pawar. The party will have further discussions with NCP."
  • Sharad Pawar led the attempts to craft the unlikely coalition between parties that have been fierce enemies for years. Mr Pawar met with Uddhav Thackeray at a hotel in the afternoon before the Sena chief's seven-minute phone call with Sonia Gandhi.
  • Sonia Gandhi is personally opposed to supporting the Shiv Sena and made it clear in her last meeting with Sharad Pawar. Sources say she she called back Mr Thackeray as a matter of courtesy after several phone calls from him. The Congress president reportedly told Mr Thackeray she would get back to him after consulting her MLAs.
  • As the Congress dithered, Uddhav Thackeray had pushed back the Sena delegation's meeting with the Governor. Before reaching out to the NCP and the Congress, the Sena had met one of their key conditions for alliance talks by exiting the central government. Arvind Sawant quit as Union Minister for Heavy Industries and Public Enterprises.
  • Caretaker Chief Minister Devendra Fadnavis of the BJP resigned on Friday. On Saturday, as the term of the Maharashtra legislative assembly ended without any resolution, Governor Koshyari invited the BJP to form government. But the BJP opted out of the race yesterday, accusing the Sena of "betraying the people's mandate".
  • The BJP and the Sena, long-term allies for around 30 years, won a majority together in last month's Maharashtra elections. The BJP won 105 seats and the Sena 56, which placed them comfortably ahead of the majority mark of 145 in the 288-member assembly.
  • However, the Sena demanded a guarantee, in writing, that it would have the chief minister's post for half the term and an equal share in ministries, in what it called a "50:50" deal discussed with BJP chief Amit Shah. As Devendra Fadnavis denied any such deal, the Sena's attacks on the BJP became more and more trenchant.

Sena Exits Government; NCP, Congress Meetings On Maharashtra: 10 Points

  • "Shiv Sena's side is the truth. Why stay in the government in Delhi in such a false environment? That is why I am resigning as Union Minister," Arvind Sawant tweeted, declaring that he would soon address the media on his decision. Mr Sawant is Minister of Heavy Industries and Public Enterprises.
  • The Shiv Sena was on Sunday invited by Maharashtra Governor Bhagat Singh Koshyari to indicate "willingness and ability" to form government in the state after the BJP said it would not stake claim to power. It needs the support of Sharad Pawar's Nationalist Congress Party (NCP) and the Congress to do so.

  • The NCP had asked the Sena to quit the NDA for any such possibility to come in play. The party has reportedly called a meeting of its MLAs today after the rapid developments since Sunday.
  • Shiv Sena chief Uddhav Thackeray is expected to reach out to Sharad Pawar today. Uddhav Thackeray is tipped to be Chief Minister, with an NCP deputy, in a formula that has been in circulation over the weekend.
  • "If the Shiv Sena wants to insult the mandate of the people and form government with the support of the NCP and Congress, they have our best wishes," the BJP said yesterday after informing the Governor that it would not stake claim to power "The mandate of the people was for the Shiv Sena-BJP combine. We cannot form the government on our own," Maharashtra BJP chief Chandrakant Patil said after meeting the Governor.
  • The Sena called a late night meeting of the top leaders to discuss the governor's invite Sena's Sanjay Raut said the state will have a Sena Chief Minister "at any cost". Without spelling anything out, the NCP said it would "support a stable government".
  • "If the Sena wants the support of the Congress and NCP they must first announce that they are ending ties with the BJP and they are out of the NDA. Their ministers need to quit the council of ministers," NCP's Nawab Malik said on Monday, adding that there was no proposal from the Sena so far.
  • In an editorial in Saamana, the party mouthpiece, the Sena last week said: "With 54 MLAs of NCP, 44 Cong MLAs and few independents, we can reach majority.
